This size SMALL circle skirt is more than simple:

Size SMALL for waist 28-30 inches. Waist measurement is taken 2-3 inches above the belly button, where the top of the skirt would rest. The ideal measurement is between 28-30 inches.
Waistband is 4 inches, skirt length from waistband is 13 inches and each point is 17 inches.
